The governing statute is Law No. 113/2020 on Citizenship, as amended. Law No. 49/2026 rewrote Article 9 under the heading “Naturalisation for state interest”.
Article 9(1): permits departure from ordinary age, language, history and lawful-residence conditions where Albania has a special interest in a lasting connection with an individual because of useful qualities, abilities, circumstances or activities.
Article 9(1/1): requires the relevant minister to identify, support and guarantee that interest before the President. Applications without the supporting documentation are not accepted.
Plain-English summary, not an official translationArticle 9(2) assigns detailed criteria, documentation, institutional procedures and security checks to a Council of Ministers decision, including provision for a dedicated examining agency. Under Article 9(2/1), the interior minister forwards applications assessed as lawful to the President with a proposal.
Article 9(3) places family members seeking naturalisation under Article 8 rather than automatically extending the principal's exceptional treatment.
