Program enhancements for 2026: More inclusive dependent eligibility definitions
As of November of 202, applicants may now include a broader range of family members in their CBI applications under a “Special Dependants” category.
This can extend to multiple spouses, siblings under 30, spouses of siblings, adult children, and, in certain cases, last remaining relatives, as set out in the Master Agent’s announcement.
A separate “Business Partner” provision also allows an additional investor to be included in the application without a requirement to demonstrate a prior business relationship.
(However, business partners are not permitted to include dependents under this pathway.)
Note: CBI applicants who do not require ECOWAS mobility exposure or Sierra Leone’s local partnership structure, also frequently evaluate the São Tomé and Príncipe citizenship by investment program.
The program fee structure at a glance
As of April 2026, the following fee structure applies:
- Primary applicant: $140,000
- Standard dependents (Spouses, children under 18, parents and grandparents): $10,000 per person.
- Special dependents (adult children, siblings under 30, spouses of siblings under 30, as well as last remaining relatives): $20,000 per person.
- Business partners: $30,000 for a “plus 1” business partner, or two business partners for $85,000 each.
This shared-cost business partner pricing configuration, at only $85,000 x 2 for two business partners, positions the Sierra Leone Citizenship By Investment Program as the cheapest second citizenship route in the world in 2026.
Due diligence fees total $5,000 for families of up to five members, and 10,000 for families with up 6-10 members. An additional $900 dollar due diligence fee is payable for every family member beyond the 10th person.
