Dominica Citizenship By Investment: The Go-To Plan B Passport – From A Paradise Location

Looking to get Dominica Citizenship By Investment in 2025?

Dominica, known as the “Nature Isle,” offers stunning landscapes, a powerful passport, as well as a stable and peaceful environment for its citizens. With an eco-conscious government and ever-growing tourism sector, Dominica is an ideal location for those seeking both a second passport and a Plan B in a gorgeous tropical location.

And going into 2025, its fast-track Citizenship By Investment Program gives you access to all of these benefits in as little as 4-6 months.

Dominica’s Citizenship by Investment (CBI) program was launched in 1993. It is one of the longest-running and most reputable CBI programs in the world – and also one of the cheapest, historically speaking. The program’s due diligence capabilities were also recently beefed up with the establishment of a dedicated Due Diligence Unit.

The IMF’s 2024 Article IV Consultation Report highlights CBI as a crucial economic driver for Dominica.

The CBI Program contributed a whopping 37% of the country’s GDP during the 2022/2023 financial year, having earned the Dominica government in excess of $230 million in revenue during this period.

Key projects funded recently using CBI earnings include the country’s new international airport, climate change resilient housing projects, as well as a geothermal energy plant. The airport project alone is expected to create some 3,000 jobs in the short term.

Over the years, Dominica has refined and expanded the program, making it one of the most attractive options for individuals seeking second citizenship due to its affordability, fast processing times, and the range of benefits it offers, including visa-free travel to over 156 countries.

And today, given the recent floor price increase for Caribbean CBI Programs, more applicants are starting to consider the available real estate options. (Which, unlike the respective donation options, have not been affected by the price increases.)

Dominica was the last Caribbean CBI country to sign the so-called MoU, a decision that saw its program revenues spike during the pricing transition period.

The country’s flagship CBI property development project – The Residences at Secret Bay, an award-winning 6-star, all-villa resort complex – is generally considered to be among the finest CBI property projects in all of the Caribbean (and, arguably, the world).

In 2024, Secret Bay – situated in the town of Portsmouth, Dominica – was rated as the #1 Caribbean by Travel + Leisure’s readers for the fourth year running.

Let’s get into the program details below…

Dominica CBI Investment Options (2025)

Dominica is working to create a modern, diversified, and sustainable economy that supports the wellbeing of the country’s inhabitants. The Dominica Government seeks to stimulate consistent economic growth and prosperity while creating jobs and business opportunities for its citizens.

To this end, Dominica’s Citizenship by Investment Program offers CBI applicants 2 investment opportunities, namely:

  • Economic Diversification Fund Donations: Priced from $200,000+
  • Government Approved Real Estate Projects: Priced from $200,000+

Below we unpack each of these program options in more detail…

Economic Diversification Fund Donations: $200,000+

Overview Pros & Cons

Dominica’s Economic Diversification Fund (EDF) supports public and private projects within the country, serving as a funding mechanism for projects in education, healthcare, sport, and tourism.

CBI applicants can acquire economic citizenship in Dominica by making a financial contribution of at least $200,000 to the EDF.

All money generated from the CBI Program goes towards funding public interest projects, include building schools and renovating hospitals. Tourism, information technology and agricultural projects also benefit from this source of funding.

In order to apply for Dominica citizenship via this route, you will have to work with a Government Authorized CBI Agent (i.e. you cannot apply to the Dominica Government or Citizenship By Investment Unit directly).
