Article 6(9) of Portugal’s Nationality Law permits the Government to grant nationality to foreigners who have rendered, or are called upon to render, relevant services to the Portuguese State.
“Citizenship by merit” is a useful descriptive term. The statutory basis is relevant services, with naturalisation decided by the Minister of Justice.
The reference to services to be rendered matters. The provision is not confined to recognising past achievements. A prospective case still needs a credible basis and appropriate official evidence.
Official guidance identifies documentation from the competent department, according to the nature of the services. A private proposal or provider’s endorsement is not a substitute for the required public-authority evidence.

Is this Portugal citizenship by investment?
No. The relevant-services provision is not a citizenship-by-investment programme with a published qualifying product or financial threshold.
Nor should it be confused with the Golden Visa. Investment-based residence and a relevant-services nationality case involve different legal tests.

Must I already live in Portugal?
The ordinary residence-period condition is dispensed with under this provision. That does not remove documentation, procedural or other applicable conditions. Any travel or attendance requirements should be confirmed for your case.
Is there a minimum investment or donation?
There is no published contribution threshold under this mechanism. Any financial information requested helps scope the discussion; it is not a qualifying citizenship price.
Can my spouse and children be included?
