The law behind the presidential decision.
The primary statute is Law No. 136-Z of 1 August 2002 on Citizenship of the Republic of Belarus, as amended.
Article 14: the ordinary five-year permanent-residence condition may be disapplied for specified applicants, including those with outstanding services to Belarus, high achievements in science, technology, culture or sport, or a profession or qualification of state interest.
Article 30: provides presidential authority to issue decrees admitting individuals to citizenship. That decision-making power does not itself establish a separate investment category.

Official consular guidance describes an application addressed to the President and submission through the appropriate authorities. It also identifies supporting state-body documentation for merit or state-interest qualification cases.
That guidance retains language and lawful-income conditions and ordinarily requires evidence addressing the absence, loss or requested termination of foreign citizenship, subject to applicable exceptions. Do not assume this is a routine additional-passport route.
