Article 15: citizenship where there is particular benefit to the country.
The relevant provision in the official consolidated Law on Citizenship of Bosnia and Herzegovina is Article 15. Article 11 concerns a different mechanism involving minor children.
Where an individual's naturalisation is considered of particular benefit to Bosnia and Herzegovina, Article 15 allows citizenship without satisfying Article 9(1)(a), (b) and (f).
These are the ordinary adult-age condition, the requirement for at least three years of approved permanent residence and the requirement to relinquish previous citizenship.
Plain-English summary, not an official translationThe exception is specific. It does not automatically remove language requirements, security screening, relevant criminal-record conditions, financial-maintenance requirements or other conditions that remain applicable.
Under Article 31(3), the Council of Ministers decides Article 15 cases by consensus. Institutional support is important, but the ultimate decision remains with the state.
Economic contribution has an express place in the framework.
The published implementing criteria recognise economic benefit alongside contributions in science, education, healthcare, culture, sport and other fields.
In the economic category, the published rules refer to owners or managers of companies that have invested substantial funds in Bosnia and Herzegovina or employ a significant number of workers there.
That creates a meaningful distinction from a mechanism concerned only with medals, awards or international celebrity. A business contribution can be relevant on its own terms, subject to the applicable criteria and individual state assessment.

Any proposed financial arrangement should therefore have an identifiable purpose, a lawful recipient and clear written terms. The provider should distinguish the contribution or commercial transaction from the citizenship decision.
An exception to the ordinary waiting period is not an exemption from every condition.
Article 15 removes the ordinary three-year permanent-residence condition. The standard published procedure nevertheless asks for proof of registered stay in Bosnia and Herzegovina.
Those are different requirements. Do not assume that a residence-period exemption establishes a completely remote application with no local registration or attendance obligations.

The application is addressed to the Council of Ministers through the Ministry of Civil Affairs. The Ministry checks and completes the file before forwarding it for a decision.
This is a published procedure, not an undefined channel with no application framework. However, a recommendation or a complete file does not compel approval.
