Article 13 of the Greek Nationality Code, Law 3284/2004, provides for honorary naturalisation. Its current wording follows the replacement made by Article 179 of Law 4635/2019.
A foreign national may be naturalised by presidential decree, following a reasoned proposal from the Minister of the Interior, where they have rendered exceptional services to Greece or their naturalisation may serve an exceptional interest of the country.
The second basis is not confined to rewarding past service. However, a prospective case must still explain why naturalising the particular individual would serve an exceptional Greek interest.
The mechanism is discretionary. Neither a private agreement nor a provider’s recommendation can commit the Minister or the President to a favourable decision.

What about charitable or institutional support?
If philanthropy or institutional support is part of your thinking, include it in your enquiry. Its relevance would need to be assessed in the context of the particular recipient, purpose, applicant and potential Greek interest.
There is no published Article 13 donation tariff or prescribed investment that creates eligibility. Financial support should not be committed on the assumption that it will secure citizenship.
You can enquire without an elaborate proposal. Establishing a legally credible basis is a later, professional assessment.
A published process, not a published investment programme.
Greece’s official administrative registry describes a proposal-based honorary-naturalisation process. Individuals and organisations can submit a reasoned, evidence-backed proposal.
Submission is not ministerial sponsorship. The Ministry considers the supporting material and relevant institutional opinions before deciding whether to advance the case.
What does Article 13 dispense with?
It expressly preserves the criminal-record condition in Article 5(1)(b), while setting aside the other Article 5 conditions and the ordinary provisions in Articles 6 to 8. The ordinary qualifying residence period is therefore not required.
This is not a blanket exemption from every legal or administrative obligation. Identity evidence, the applicable declarations, the exceptional-interest case and completion formalities still matter.
The official procedure includes publication of the decree, the citizenship oath and municipal registration. It also expressly accommodates recipients living abroad.
This is naturalisation as a Greek citizen, not merely an honorary title. The decree and subsequent citizenship formalities should not be confused with a passport application.

Does Greece offer citizenship by investment?
Greece’s Golden Visa is a residence-by-investment programme. It does not grant Greek citizenship in return for making a qualifying investment.
Article 13 is a separate nationality mechanism. Buying property or holding a Golden Visa does not establish an entitlement to honorary naturalisation.

Do I need to be internationally famous?
Fame is not the statutory test. The relevant question concerns exceptional services or an exceptional Greek interest. Explain your actual background without assuming that only public figures can begin an enquiry.
Can I enquire without a completed project proposal?
Yes. An initial enquiry can explain your experience, connections and what you would be prepared to explore. A formal proposal would need a much more developed, evidence-backed justification.
Is honorary naturalisation only available by invitation?
No. Official guidance allows a reasoned proposal to be submitted by an individual or organisation. That does not establish a right to ministerial support or approval.
Must I complete the ordinary residence period?
Article 13 dispenses with that ordinary condition. Do not confuse this with an absence of formalities: documentation, the retained criminal-record requirement, the exceptional basis and the citizenship oath still require attention.
Can a donation or investment secure citizenship?
No published payment or investment creates an entitlement under Article 13. Any proposed support must be considered on its actual facts, not treated as a citizenship purchase.
Can my spouse and children benefit?
Family treatment is not an automatic package. Article 11 addresses children who are minor, unmarried and permanently resident in Greece at the date of the parent’s oath. A spouse does not automatically acquire citizenship through the principal’s naturalisation. Obtain individual advice for each family member.
What will it cost and how long will it take?
The official registry lists the administrative procedure as free of charge and gives an indicative two-month estimate. That is not an all-in professional fee or a guaranteed enquiry-to-passport timeline. Any professional scope, charges and timing should be clarified before engagement.
